Staffing changes are nothing new under the Trump administration, but the reassignment of Trump’s Secretary of Homeland Security, Kristi Noem, announced on Truth Social on Thursday, Mar. 6, is surprising.


Amid several fatal Immigrations and Customs Enforcement (ICE) incidents, including the murders of Renee Good, Alex Pretti and, most recently, Dr. Linda Davis, many have called for her to resign or be fired. Despite the public outcry, President Trump has remained mostly quiet on her performance as Secretary. This silence, in part, made Trump’s Truth Social post unexpected.


 “The current Secretary, Kristi Noem, who has served us well, and has had numerous and spectacular results (especially on the Border!), will be moving to be Special Envoy for The Shield of the Americas, our new Security Initiative in the Western Hemisphere we are announcing on Saturday in Doral, Florida. I thank Kristi for her service at 'Homeland,” Trump said.


Though Kristi Noem will no longer be directly involved with ICE effective Mar. 31, her new role as Special Envoy for the Shield of the Americas is not irrelevant. As Special Envoy for the Shield of the Americas, a new position created by President Trump, she will coordinate anti-crime and anti-cartel efforts, represent the U.S. in regional security talks with leaders from Latin America and the Caribbean, and help countries cooperate with legal immigration and security issues.


The main difference between Noem’s new post and her former role as Secretary of Homeland Security is that as Special Envoy, she will be representing and negotiating with other countries on behalf of the United States rather than running DHS. 


Regardless of the criticism from citizens and politicians about the new direction DHS has taken to address illegal immigration, Noem’s reassignment does not signal any policy changes from the Administration. In the same Truth Social post, President Trump stated that he was, “pleased to announce that the Highly Respected United States Senator from the Great State of Oklahoma, Markwayne Mullin, will become the United States Secretary of Homeland Security (DHS), effective March 31, 2026." 


In addition to being a member of the Cherokee Nation, Mullin is also a former mixed martial arts fighter and former collegiate wrestler at Missouri Valley College. Prior to this appointment, Mullin served a short stint in Congress as a Senator for Oklahoma.


During a 2023 hearing in Congress with the Head of the International Brotherhood of Teamsters, he reportedly told their president, Sean O’Brien, “If you want to run your mouth, we can be two consenting adults…We can finish it here.” 


While threatening physical violence while in a Congressional hearing is not a shared practice between Noem and Mullin, the lack of relevant experience certainly is. Democratic leaders like Senate Minority Leader Chuck Schumer have characterized ICE as a "rogue force” and called for formal training for ICE agents and DHS leadership on the use of lethal force and identification measures.


Despite this criticism, Mullin enters this appointment with no collegiate degree, no military or border patrol service record, and no experience on any official border–or immigration-focused congressional committee. More alarmingly, Mullin publicly called Noem a friend and suggested that she faced significant challenges leading DHS.
